How would I go about this dog poop situation?

I would send a letter to the manager explaining what is happening (without the swear words :-) and what your routine is. Hopefully they will understand that you are doing everything you can to be a responsible dog owner. Here's a tip, when your dog poops where ppl can see, have a poop bag at the ready and bend down as if to pick it up but actually leave it until you go back. ;-)
