When is there a situation where the needs of the many outweigh the needs of the few?

I am thinking of situations but nothing is coming to me. It seems that the many are always dependent of the few in every scenario. Imagine there is a god or gods, to people they are important and in need of praise in order to receive favors in return. A scenario where the many, the people, rely on a god or gods that are clearly few. In a communist or socialist government the theory is control by the people giving the illusion of serving the few. Even in an honest and pure socialist/communist government the government needs the supplies in order to distribute them. If the government doesn't receive these then the few are without. In capitalism the rich higher those that are not rich. The rich are fewer in numbers. Is there a situation where the needs of the many outweigh the needs of the few, or without a few can there be no many?
